

Following is the language in the Revised Administrative Codes that provides authorization for regional ESD’s to exist, including the definition of our core services, thus assuring our customers and constituents that programs housed within the ESD are included in that authorization. For Washington schools who wish to purchase products listed on the DigitalEdge bid, the relevant statutes that govern your process include the following:
Core services definition:
Upon written request of the board of directors of a local school district or districts served by the educational service district, the educational service district board of directors may provide cooperative and informational service not in conflict with other law that provide for the development and implementation of programs activities, services, or practices that support the education of preschool through twelfth grade students in the public schools or that support the effective, efficient, or safe management and operation of the school districts or districts served by the educational service district.
The DigitalEdge office is a core program at Educational Service District 112, as defined in state statute.
Every board of directors, unless otherwise specifically provided by law, shall join with boards of directors of other school districts or an educational service district pursuant to RCW 28A.310.180(3), or both such school districts and educational service district in buying supplies, equipment, and services by establishing and maintaining a joint purchasing agency.
